We’re looking for a Payroll Tax Consultant for the US HR Service Center.

The Payroll Tax Consultant is responsible for all corporate federal and state tax compliance and tax planning activities. Responsible for all associated payroll tax reporting and filings using SAP and ADP Global View. May also analyze and administer HR service delivery programs in areas such as case management, data and reporting, compliance, vendor integration and transactional services for employees, managers, former employees, term-vested employees, candidates and retiree populations. Investigates and resolves daily employee payroll service problems. May advise organizational personnel on payroll practices and procedures. Maintains payroll tax data and provides reports as needed.

Your work will connect you with HR colleagues and stakeholders from other parts within the HR team including the US HR consulting team, centers of expertise, the agile pool and the regional HR service centers.

Your Challenge: Job Responsibilities

  • Payroll tax reconciliation reporting and approvals of the payroll runs.

  • Manage new POA forms and tax authority set up – proactively run control reports to identify new work locations that require set up in SAP and ADP Globalview and with the agency.

  • Review and approve funding for payroll tax remittances.

  • May manage tax authority set up required for IT0207 (resident) and IT0208 (work) info type.

  • Reconcile local tax set up to ensure employees are set up with the correct local tax jurisdiction code.

  • Work internal using SAP and ADP to resolve any discrepancies in employees tax jurisdictions.

  • Work internal using SAP and with ADP to balance, reconcile and approve 941, 940, W2, W2c, 499W2 and 499W2c and amended returns.

  • Provide input and insight to global payroll project during transition of certain payroll activities to 3rd party vendor.

  • Provide ad hoc specialty knowledge and technical support to global payroll project and implementation.

  • Prepare a weekly cash flow report to complete funding to Treasury/Accounts Payroll for payroll and tax funding.

  • Verify and reconcile SODs (spell out description) to ensure that ADP tax remittances are sent to the agencies.

  • Manage Payroll Tax penalty notices and reporting/reconciliation of resolutions.

  • Actively identify and determine disposition of employee related retroactive taxes not taken (N records) to ensure the employer and where applicable employee adjustments are made following the HR Service Center and ADP/SAP process.

  • Provide Payroll Tax expertise to HR Service Center and Payroll vendors to identify and ensure new legislation is implemented into systems in a timely and accurate manner. Remain current on all active regulation and pending tax legislation.

  • Support mergers, acquisition and divestiture tax work as required.

  • Assist with the monitoring the Wage Type listing, ensuring all wage types are set up correctly for income and tax reporting purposes. Provide support and testing and implementation of new wage types.

  • Manage the payroll tax quarterly process, including updates, corrections and approval of quarterly tax forms for the US, Puerto Rico and Canada.

  • Manage the payroll tax year-end process, including updates, corrections and approval of year-end tax forms for the US, Puerto Rico and Canada.

  • Provide support for and manage any payroll tax audits for the US and Puerto Rico. Provide reporting requirements, testing, and support per auditor requests. Remediate outstanding audit comments, providing proof of proper tax handling.

  • Provide Payroll Tax communications for employees at year-end (to communicate federal tax changes, both income withholding and FICA.

  • Provide Payroll Tax communications for employees as needed throughout the year to communicate state tax changes.

  • Manage the calculation and processing of payroll-related taxes not handled by vendor or systems.

  • Manage tax issues involving expatriates and employee relocation tax processes.

  • Conduct user acceptance testing on new tax changes in the systems.

  • Provide support to team members to process payroll cycles on various frequencies.

Qualifications

To Grow What Matters, You Will Need

  • Bachelor's degree in Business Administration, Accounting or related field required.

  • CPA and/or advanced degree strongly preferred.

  • Minimum 5-10 years of financial reporting and/or tax experience required.

  • Strong knowledge of financial reporting requirements and SEC experience preferred.

  • Attention to detail and accuracy.

  • Ability to navigate computerized data entry system or other relevant applications.

  • Demonstrated effectiveness and ability to work independently.

  • Acts honestly and professionally, ability to handle confidential and sensitive information.

  • Ability to prioritize and multitask.

  • Demonstrated knowledge of payroll tax regulations.

  • Strong written and verbal communication skill.

  • Adaptable and flexible.

  • Fluent in English with language proficiency in Spanish desirable.

  • Experience working in shared services or similar operations capacity preferred.
