Summary Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants. Responsibilities Responsible for supervising the functions associated with the validation and initiation of debt for active duty and Reserve/Guard members from all branches of service and members separated from service. Reviews, researches, and audits claims pertaining to pay and allowances. Verifies amount and propriety of debt and notifies debtor. Furnishes technical advice on specific accounts based on thorough research to address internal and external inquiries. Establishes, adjusts and inputs account data into the computerized accounts receivable system. Performs internal personnel administration, and management tasks keeping employees informed of policies, procedures and goals of management as they relate to the unit. Identifies and analyzes problem areas considering alternative solutions, and selects the most appropriate course of action. Ensures timely, accurate, and efficient processing of military pay transactions. Selections made below full performance level will be developmental in nature Requirements Conditions of Employment Qualifications Time in Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service if applying at the GS-07 level or 52 weeks as a GS-07 or higher grade in Federal Service if applying at the GS-08 level One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06 if applying at the GS-07 level, or GS-07 if applying at the GS-08 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-07 level, required Specialized Experience is defined as reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military debt transactions; examining and verifying all debt related documents for propriety, completeness and accuracy; executing reports to monitor workload and providing technical support on standard procedures to coworkers. GS-08 level, required Specialized Experience is defined applying expert level knowledge of a large body of military debt rules, procedures and operations sufficient to process debt cases requiring audits and corrections; experience leading, training, and supporting others responsible for debt cases; this work; applying expert-level knowledge of related payroll and debt systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within these automated systems. Education GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
