Empire BlueCross BlueShield is hiring a Planning and Performance Director. Location: Prefer New York

The Planning and Performance Director will be responsible for supporting the annual planning, strategy, and business change management for the RVP of Provider Solution and New York network development team. As a key member of the network leadership team, you will have direct accountability for operational effectiveness and execution oversight within a portfolio of statewide projects/initiatives. Specifically, you will be accountable for the end-to-end development and stand-up of a portfolio of new provider network constructs for Empire’s Medicaid, Medicare, and Commercial lines of business, as well as miscellaneous projects, programs, and key strategic initiatives.
Primary duties may include, but are not limited to:
Provides indirect leadership and planning oversight throughout the local department and across other shared matrix partners within Healthcare Management.
Supports the annual planning efforts and the execution of the annual business plan that includes internal and external initiatives and network development activities.
Program responsibilities such as requirements gathering, executive reporting, project communications, management of issues logs and change requests, facilitating project meetings, managing deliverables, and ensuring resolution of escalated issues.
Understands and interprets project requirements associated with constructing new network designs, including the application of value-based contracting / agreements and its integration into an overarching provider incentive (“reimbursement”) structure.
Develops and coordinates presentations and materials for executive management meetings.
Responsible for the implementation and execution of the strategy that includes change management, sponsorship and buy-in, and advocacy efforts to get business results.
Provides process, project, and change management methodology coaching/consulting support for initiatives including regulatory and mandated projects, health care reform special projects, and corporate initiatives.
Requires a BA/BS degree in a related field; 7 years of experience in large-scale project management and/or project implementation with multi-year, organization-wide, cross-functional initiative launches that include vendor management and negotiation expertise; or any combination of education and experience, which would provide an equivalent background.
Must have experience in healthcare.
Strongly prefer experience in provider contracting and networks. **Experience in building provider networks is most attractive.
Proficiency in MS Office, specifically Word, Excel, and PowerPoint is required.
Requires previous experience presenting to senior leadership.
MBA and/or PMP Certification preferred.
